About Us


It is the responsibility of Caroline County Board of Elections to oversee the conduct of all Federal, State and local elections held in Caroline County, in accordance with the Constitution of the United States, Election Law of the Annotated Code of Maryland and the Code of Maryland Regulations (COMAR) and the Federal Help America Vote Act.

Office Staff

The office is staffed with the Election Director, Allison Murphy, Tammy Willis, Program Specialist, and Debra Brohawn, Election Program Assistant.

Board Members

The Caroline County Board of Elections is made up of five Board Members appointed by the Governor for a term of four years. Three members are of the Governor's party and two members are of the principal opposition party.

The current board members are:
  • Jack M. Keats, Democratic Member
  • Margaret A. Thompson, Democratic Member
  • Suzanne Campos, Democratic Member
  • James M. Bilbrough, II, Republican Member
  • Dana Callahan, Republican Member
The Caroline County Board of Elections holds its monthly meetings on the 2nd Friday of each month at 9:30 a.m. in the Election Office.

Legal Counsel

The Board Members appoint a legal counsel to the Board every year as required by law. Our Board attorney is Walter Palmer, III.
